Virgal Woolfolk


Mr. Woolfolk has managed major infrastructure projects including, land use, planning, environmental studies, compliance, project management, and budget management. Virgal is also a Public Relations, Political and Special Interest Group Representative on the High Speed Rail for the Disabled Veteran Elite, and Urban League.

Mr. Woolfolk has enacted as a Senior Transportation Planner, Senior Environmental Planner, Land Use Planner, Surveyor Assistance and Senior Project Manager holding over 35 years of professional, federal, state, regional and federal agency experience. He also holds a degree in Law, Business Management and Environmental Management.

Virgal’s business, VIRTEK was a finalist in 2015 as the Minority Business of the Year and Entrepreneur of the Year, and was recognized as the Disabled Veteran and Disadvantage Business of the Year by the California High Speed Rail. VIRTEK Company is also the first Disabled Veteran Business Enterprise to have a logo on a NASCAR vehicle due to its community involvement in showcasing the Science, Technology, Electronics and Math to minority students for NASCAR.  Mr. Woolfolk is also a Senior Board Member of the Unforgettable Foundation which has raised $35,000 to assist returning veterans with burial expenses for the loss of their loved ones.
